HSIP SIGNAL INTERCONNECT IMPROVEMENTS PS&E

City of La Quinta

ADVANTEC is delivering the design and environmental documentation for the City of La Quinta’s HSIP Signal Interconnect Improvements Project, aimed at upgrading the City’s existing traffic signal communication system to a high-speed, fiber-optic-based IP Ethernet network. The project includes a comprehensive technology assessment, preparation of Plans, Specifications, and Estimates (PS&E), and environmental documentation in compliance with NEPA and CEQA. The improvements will replace outdated twisted-pair and wireless communication links with fiber optic infrastructure, new field communication hubs, and Ethernet/IP switches, enabling centralized monitoring and signal timing optimization from the City’s Traffic Management Center. These upgrades are expected to enhance traffic flow, reduce travel times and fuel consumption, and improve air quality, while also contributing to the reduction of common collision types. Fully funded through the Federal Highway Administration’s Highway Safety Improvement Program (HSIP), the project requires strict adherence to Caltrans and FHWA procedural and environmental standards, including a Preliminary Environmental Study (PES) and supporting technical studies.
