I-5 South County Improvements - Segment 3 PS&E
Orange County Transportation Authority
As part of the Orange County Transportation Authority’s (OCTA) I-5 South County Improvements Project, Segment 3 involves the addition of a general-purpose lane and extension of a second HOV lane in both directions between El Toro Road and Alicia Parkway—aimed at improving safety and relieving congestion for over 360,000 daily motorists. ADVANTEC is preparing the Plans, Specifications, and Estimates (PS&E) for temporary and final Intelligent Transportation Systems (ITS) and electrical improvements, as well as developing the Traffic Management Plan (TMP) for this one-mile segment. The scope includes ramp metering, CCTV cameras, CMS, fiber optic communication, lighting, and traffic signal modifications. ADVANTEC is also leading the development of TMP strategies to manage construction-related impacts, including ramp and mainline closures, with close coordination among Caltrans District 12, OCTA, and the cities of Lake Forest, Laguna Hills, Laguna Woods, and Mission Viejo.
