Joe El Harake, a Principal at ADVANTEC Consulting Engineers, is a nationally recognized expert with over 38 years of experience developing innovative geometrics and traffic engineering approaches and strategies for complex highway projects. He has authored and co-authored several technical publications, including the Caltrans Ramp Meter Design Guidelines (1989) and HOV Lane Design Guidelines (1991), which were adopted and published by the FHWA as the first national design for HOV lanes.
While at Caltrans, Mr. El Harake led design and operations of more than 400 lane miles of HOV lanes and high-occupancy toll (HOT) lanes, including the SR 91 Express Lanes - the first fully automated toll facility in the country. Moreover, he was responsible for overseeing the design and operation of more than 51 miles of design-build public toll roads.
As a national expert in the field of highway engineering, he provided seminars at numerous agencies in the United States, Canada and in Asia; and instructed planning, design and operations of Managed Lanes for 7 years at the Caltrans Statewide Freeway Operations Academy.
