Keith Rand is a Principal at ADVANTEC Consulting Engineers and leads the firm's Diamond Bar office. He has over 29 years of specialized experience in traffic and transportation engineering, design-build implementation, and Intelligent Transportation Systems (ITS) planning and design. His expertise covers a wide range of transportation projects, from large-scale freeway and transit corridor enhancements to localized site-specific studies.
Keith has extensive experience in traffic signal design, ITS infrastructure, and engineering design, along with a strong foundation in planning and traffic operations for projects of all sizes. He has worked on design-build infrastructure projects, including Light Rail Transit (LRT) and Bus Rapid Transit (BRT).
His technical background is complemented by strong leadership and communication skills, enabling effective coordination among multidisciplinary teams and stakeholders across various agencies and contractors. Recently, he served as the Design Manager during the construction phase of the SR-91 Corridor Improvement Project Design-Build in Corona, California, where he oversaw maintenance of traffic (MOT), traffic, electrical, and ITS design. During the design phase, he was the Task Lead for all traffic, electrical, ITS, and tolling infrastructure components.
His experience also includes ITS planning and the development of Advanced Transportation Management System (ATMS) and Advanced Traveler Information System (ATIS) plans, specifications, and estimates for communication systems that integrate CCTV, changeable message signs, highway advisory radio, and ramp metering systems.
Keith holds a Bachelor of Science in Civil Engineering from San Diego State University. He is a registered Civil Engineer (CA 60090) and Traffic Engineer (CA TR2103). His professional affiliations include the Institute of Transportation Engineers (ITE), the Intelligent Transportation Society of California (ITS-CA), and the Orange County Traffic Engineering Council (OCTEC), where he has served on the Board of Directors since 2013.
