REGIONAL ARTERIAL TRAFFIC PERFORMANCE MEASUREMENT SYSTEM

The City of Glendale commissioned ADVANTEC to develop a comprehensive Level of Service (LOS) model using Synchro software as part of a regional arterial traffic performance measurement system. The model included 157 signalized intersections and was used to evaluate operational efficiency, identify congestion points, and propose mitigation strategies to ensure acceptable LOS throughout the corridor network. ADVANTEC’s scope included collecting turning movement counts for AM, Midday, and PM periods; conducting field inventories of lane configurations and signal phasing; and updating signal timing parameters in compliance with CA-MUTCD and city guidelines. The project also involved developing optimized signal timing plans with tailored cycle lengths, splits, and offsets, followed by implementation and fine-tuning at 50 locations. A detailed Draft and Final Report documented findings and recommendations to support future systemwide traffic management decisions.
