SAFE-ROUTE-TO-SCHOOL PEDESTRIAN AND BICYCLE SAFETY PLAN

City of Claremont

ADVANTEC developed the Pedestrian and Bicycle Safety Plan for the City of Claremont as part of a non-infrastructure Safe Routes to School program, following guidance from the FHWA’s How to Develop a Pedestrian Safety Action Plan (FHWA-SA-05-12). The plan focused on improving student safety around seven elementary schools and one intermediate school within the Claremont Unified School District. Over a two-year period, ADVANTEC conducted site observations, data collection, and stakeholder engagement—including surveys of parents, school principals, and law enforcement. The safety evaluation identified existing challenges and opportunities to enhance walking and biking conditions for students through evidence-based recommendations to guide future safety improvements.

    • Speed, turning movement, and ADT (Average Daily Traffic) surveys

    • On-site inventory and safety observations around school zones

    • Stakeholder input from school staff, parents, and local law enforcement

    • Accident data collection and analysis

    • Development of a Pedestrian and Bicycle Safety Report based on FHWA guidelines
