Sudarshan Chalan is a Senior Project Manager at ADVANTEC Consulting Engineers with 29 years of experience at Caltrans, where he served in Districts 7, 12, and Headquarters. He has delivered over $8 billion in transportation projects across programs such as Minors, Majors, SHOPP, STIP, and CAPMPR, and led the development of technical documents including PIDs, PSRs, PSR/PRs, PA&EDs, PS&E, SWDRs, and RWDSs, PRs, & PS&E.

He managed consultant selection processes for OCTA, leading RFP development, QA/QC, and IQA. His leadership extends to major initiatives such as the statewide 5G Mid-Mile Broadband Network, Lean Six Sigma process improvements for Encroachment Permits, seismic retrofit design of all bridges in Orange County, and Statewide Quality Program, which earned Bronze and Silver State level awards. He also created CMIA/CMAQ stimulus programs, I-405 Managed Lane Feasibility Studies, and strategic planning at the district level.

He holds a Master of Science in Civil Engineering from the University of California, Irvine, and a Bachelor of Science in Civil Engineering from Bangalore University, India. He is a registered Professional Engineer in California (C51963), a CA Real Estate Agent (01321834), and a licensed EKG and ECG Technician (0087842).

Mr. Chalan joined ADVANTEC in 2023 and brings extensive public-sector knowledge, technical expertise, and strategic insights to support the firm’s civil and transportation programs.
