TRAFFIC SIGNAL UPGRADES (HSIP CYCLE 9)

The Oceanside Traffic Signal Upgrades Project, funded under HSIP Cycle 9, involves improvements at 93 signalized intersections aimed at enhancing multimodal mobility, safety, and operational efficiency—particularly for pedestrians and bicyclists. ADVANTEC is providing traffic engineering and environmental services for the development of plans, specifications, and estimates (PS&E), as well as construction support and preparation of required environmental documentation. Project upgrades include ADA-compliant audible pedestrian push buttons, pedestrian countdown signal heads, and the replacement of legacy equipment with advanced transportation controllers (ATCs). ADVANTEC is also assisting the City with a transition plan to procure and install a new Advanced Traffic Management System (ATMS), including communications analysis and system architecture design to connect all upgraded signals to the City’s Traffic Management Center (TMC). The team’s early-stage innovations included a detailed cost analysis to help the City maximize use of available grant funds, incorporating scalable communication upgrades such as managed Ethernet switches over fiber and copper.
