Coachella Valley CV Sync - Smart Region Program
Coachella Valley Association of Governments (CVAG) has embarked on a major effort to advance the development and implementation of Intelligent Transportation Systems Programs in the Coachella Valley with an emphasis in the development of a smart region and prepare the region for integration of current and upcoming multi-modal transportation technologies, and smart mobility programs. As part of this program, ADVANTEC developed the Regionwide ITS/Smart Region Master Plan that will be used as a planning tool to prepare local agencies and CVAG for future emerging transportation technologies including nine (9) Traffic Operation Centers (TOC), One (1) Regional Traffic Management Center(TMC), connected and automated vehicles (CAV), Big Data, integrated corridor management (ICM), Mobility-as-a-Service (MaaS), Mobility on Demand (MOD), and Smart Cities initiatives. The work consists of thirty-five major tasks including: CVAG Traffic Signal Interconnect Master Plan, System Engineering Management Plan (SEMP), Concept of Operations (ConOps) and Strategic Deployment Plan, System Requirements, Environmental, Preliminary Engineering, Technology Assessment and Evaluation (including Intelligent Transportation systems, CAV, and Smart Cities), Systems Integrator Procurement and Design, System Implementation, Construction Management and Inspection, Traffic Signal Synchronization, Operations and Maintenance, and preparation of project website.
Major Project Milestones:
ADVANTEC prepared final plans, specifications, and engineer’s estimates (PS&E) for Phases I and II and includes 24 major corridors and over 400 signalized intersections. ITS elements consist of open architecture and state-of-the-art 2070 and NEMA ATC units with Application Programing Interface (API), Openly sharing Management Information Base (MIBs) at no cost to CVAG, Smart Closed-Circuit Television (CCTV) systems with analytics, Arterial Performance Measurement Systems (APEMS), Changeable Message Signs (CMS), Video/Radar Detection Systems, Weather Sensors, Secured Ethernet fiber optic communications and the Regional TMC and nine (9) local TOCs. Phase II consist of 21 corridors and 250 signalized intersections; and future Phases will consist of 49 corridors and over 300 signalized intersections. Phase III along 3 major corridors and 25 signalized intersections is currently under design.
Construction Support:
ADVANTEC worked with the Contractor during the Phase I Construction Phase and provided over 500 Memorandums (MOUs) addressing Request for Information (RFIs), Shop Drawing Reviews, and providing Delta Revision Plans. We are currently working with the Phase II Contractor and as of today, we have provided over 300 MOUs to support the construction phase.
Innovative Solutions:
ADVANTEC formed a Transportation Systems Management and Operations (TSM&O) Working Group formed of CVAG staff, and county and cities staff to provide education materials, facilitate project delivery, approval of regionwide technology standards, and development of the cooperative agreement. ADVANTEC’s experts bring the latest Smart Mobility and Open Architecture Technologies, Broadband Communications, Smart City Applications, and the latest CAV applications to the Coachella Valley; and with support of stakeholders, ADVANTEC has designed a Smart Region in Eastern part of Riverside County. Phases I is completed and Phase II is currently under construction. ADVANTEC worked with City of Indio staff and their subconsultant to design their Citywide Broadband Network that’s currently under construction.
