Installation of Flashing Beacon Improvements (HSIP Cycle 8)

This project consists of providing traffic engineering, civil engineering, and environmental services to secure environmental documentation approvals; and preparation of plans, specifications and estimates (PS&E) for the installation of a flashing beacon located on Gene Autry Trail at Salvia Road, and to provide construction support services. The purpose of this project is to enhance safety by providing an advanced warning system to roadway users traveling southbound on Gene Autry Trail – primary due to the sand that drifts onto the roadway from high winds and to give drivers advanced warning of the curvature of the roadway. There is an existing “sand wall” along the parkway to divert sand from coming onto the roadway, but during high winds sand still tends to collect on the shoulder and potentially in the travel way, which increases the possibility for vehicles to drive over to lose traction – the proposed improvements will help warn motorists in advanced of these hazards. The goal is to provide a complete warning system that is 1) automated, 2) that can detect the weather (wind, sand on the roadway, etc.), and 3) when it exceeds a threshold it can display the proper message. The proposed improvements include a solar (or direct) powered full matrix light emitting diode (LED) changeable message sign and/or overhead flashing beacons, a weather monitoring system, and roadway detection system including the installation of delineators along to travel way to help increase the awareness and visibility to oncoming drivers. In addition, this project also requires the preparation of environmental documentation and approvals for the National Environment Policy Act (NEPA) and California Environmental Quality Act (CEQA) requirements.
